The State Emergency Service Association of NSW continues to advocate on key operational, safety, and welfare matters raised by members across the Service.
The following issues have been formally submitted to the NSW SES Commissioner for consideration. The Association is awaiting formal responses and will keep members informed of any updates.
1. On Water Operator PPE and PPC
Members have raised concerns that most On Water Operators are not issued any dedicated PPE or PPC for their duties. Instead, communal items, such as personal flotation devices and yellow helmets, are made available where sizing and supply allow. With inconsistent allocations noted across the state.
The Association has recommended an interim issue of rash vests and BSAR pants, review of suitable boot options, and a formal consultation process to develop a dedicated OWO PPE/PPC standard.
2. Beacon Access and Records Use
Recent correspondence about Beacon data access has caused uncertainty among members regarding legitimate secondary uses, such as for training or welfare purposes.
The Association has recommended the development of a clear, plain-language guide on appropriate use of Beacon data, supported by education and cultural reinforcement rather than a purely disciplinary approach.
3. Beacon Locked Incidents Procedure
While the Beacon lock-job function is supported, the Association has identified inconsistent awareness and incomplete logs in some cases.
The Association has proposed publication of a clear, approved procedure, targeted training for key roles, and confirmation that all records are finalised prior to locking.
4. Rank and Insignia Procedure
Members have noted inconsistencies between the existing procedure and current training pathways, as well as variations in how ranks are applied across the Service.
The Association has sought clarification on progress toward an updated procedure and the timeline for consultation.
5. Safe Driver – Emergency Response Driving Procedure
The new procedure introduced in 2024 has created confusion and variation across the state, with Zones and the SOC issuing differing interim directions.
The Association is advocating for a single, consistent, and consultative procedure to ensure safety and clarity for all members engaged in response driving.
6. Facilities and Infrastructure Funding
Members have identified SES facilities as a major gap limiting service growth.
The Association has raised concerns about deteriorating local-government facilities and the lack of funding parity compared with other emergency services.
The Association has requested advice on current asset-condition reports to inform further advocacy on sustainable facility funding.
